Since February 1, 2003 Aruba's phone numbers have expanded to 7 digits.
Regular land-line phone numbers get a number '5' prepended to them. This means that if a number used to be 831234 it is now 5831234. A suggested number writing convention is 583-1234. When dialing from overseas, the number to dial would be ++297 583-1234.
Cellular phone numbers starting with '9' get an additional '9' prepended to them, meaning that a number that used to be 912345 will now be 9912345. Cellular phone numbers starting with '6' also get a '9' prepended to them, meaning that a number that used to be 612345 will now be 9612345. Cellular phone numbers starting with '5' already were 7-digit numbers and therefore remain unchanged.
